I imagine it was fairly provisional "rule" anyway, meant to clear out
clutter perceived at the time as distracting from the primacy of Donald,
Scrooge, Mickey, etc. Some creators, as a consequence, might have felt
challenged to use some of these secondary characters persuasively enough
that the "rule" could be set aside.

Anyone who's made a determined assault on attic or garage to clear out all
the musty old trash knows that you always wind up unearthing a few items
that, on reflection, are worth keeping.
