Mr. Gonzales does indeed appear in the second panel of the strip. He is not a "duckbill". He is in fact an almost-human-faced character ("dagface" shape, but no black nose) with five(!) fingers on each hand. I wouldn't be the least surprised if this is actually a caricature of the real Manuel Gonzales.
