In the Dutch/European tradition (as I understand it), the bin *is* filled with pocket change. It's just that the colour of pocket change is yellow. Even Scrooge's first dime is yellow.
It's just one of those unwritten comic laws: coins should be yellow. Banknotes should be green. Water should be blue. Roofs should be red. While in real life, the colours are often different.
