Some legal concepts

During the conversation about dead characters. I noticed that some
characters were considered dead by Egmont. but what about other publishers..

I have another question please. is Disney responsible for comics published..
I'm interested in the legal relation between publishers and Disney. and
between publishers who create stories and publishers who just translate
comics created by others and publish.

I mean who has the legal rights for the comics, is it Disney, the original
publisher (the one who created it) or the local publisher who translated and
printed it?

I was informed that scanning comics is legal after one year of publishing
it. is this true?

And does this means a year after the original publisher has published it. or
after the local publisher has translated it and published it again??

Thanks a lot.. and so sorry for these many questions. but I really can't
understand all these stuff
