You are right. Karl Kroyer did not get the idea from Donald Duck. Actually Kroyer vas not the inventor. A young chemist got the idea and tested it in the Lab before presenting the idea to Karl Kroyer. Karl Kroyer then convinced the insurance company and was contracted to organize the ship raising. The company also got a patent on the method.  The Donald Duck story is interesting and relevant, but came up much later.
