PER (about the story in DTM in the Don Rosa index):

I think "spring" is shortened as "sp" somewhere, which Dio"s (or you)
misread and interpreted as "sep". The DTM was issued 4 times a year
(we also know of "summer" and "fall" editions), so a "September" issue
is quite unlikely.
